A government document obtained by Reuters reveals that Shanghai has drafted a list of data eligible for overseas transfer without security assessments. This initiative is aimed at enticing foreign investment to stimulate China’s slow-paced economy. Various foreign entities, including financial institutions and automakers like Tesla, have advocated for Chinese authorities to allow cross-border data sharing. This request comes in the wake of Beijing’s tightened regulations on domestically generated data as part of national security measures. The 2022 regulations mandate security reviews by the Cyberspace Administration of China for all “important” offshore data transfers, leading to delays and apprehensions among foreign enterprises.
